The proposed scheme won the design competition for the 2nd Phase construction of the Public Administration Town (PAT) in 2011, which is the nation’s new capital administrative district created to accommodate the extensive governmental functions of South Korea. The proposal represents the original master plan’s key concept of Flat City, Link City, and Zero City, a promising vision of new urban development and new typology of the government facilities. As a part of the Public Administration Town (PAT), the building embodies the essence of the master plan concepts and dramatically reinterprets the vision of administrative facility. It composed with an iconic curvature integrating three different Ministries of 120,500 gross sqm, and public space on the grid blocks over the Public Administration Town. The building joins and reconciles the governmental agencies and neighborhoods for enhanced function as well as interactive use. It connects and integrates programmatic needs and diverse uses.
